Understanding Tax Credits: Eligibility and Value to Homeowners & Property Owners.
Understanding Historic Tax Credits can be a bit of a challenge at the on-set, especially when you consider that
that so many people have so much misinformation. For example:
The first question you should ask yourself is if your building has historic significance in
the neighborhood. If you don't know the answer to that please contact the St. Louis federal and Missouri tax
credit expert, Kris Zapalec. The chances are 95 out of 100 that
your property is at least eligible for Missouri Tax Credit if you live in DeMun, Hi-Pointe, Hi-Pointe Addition
or Tuscany Park!
Single family home owners and owner-occupied residential rental or condos are entitled to
25% State Historic Tax Credits if their building contributes to the historic status of the district as is true
in most cases. If you own a residential building that is not occupied by you, you should also read the section
below on Federal Historic Tax Credits.
There are a number of buildings in the district that do not contribute to the historic status
and those could be torn down and rebuilt without any negative impact on the district.
If you live in a building that contributes to the historic status of the district and the
changes you want to make are interior changes (updating a kichen, bathroom, or combining two rooms etc., and
you are not interested in maintaining the historic qualities of your building, you may still make those
changes at your own expense without any oversight by the state or federal governments. Those changes don't
impact the status of the historic district.
If on the other hand, you are willing to rehab the interior - repair walls, plaster,
rehab floors etc., you should explore the possibility of tax credits. There is lots of help available in
determining what you need to do.
Exterior Work (A) : If you are rehabbing the existing historic features of the building,
you may very well qualify for Missouri tax credits.
Exterior Work (B): If for example you want to put on an addition, change the entrance, or
build a completely new building on the site you would not be able to get tax credits. And if your building is
historically significant you could affect the existing designation of the Historic Status of the District. That
would then affect the ability of your neighbors to get tax credits for work on their building.
The historic design/feel of our neighborhood is created by the size and design of the buildings in it. It is
this historic nature that attracts people to the neighborhood. This is what it is important to protect.

Federal Historic Tax Credits: These are available to properties that depreciate in value. If you
own an apartment building or commercial building that you DO NOT LIVE IN, in a historic district
